Objective
 
The shrimp farming development project in Mozambique is part of the Trade Capacity Building Program (PRCC) developed by the French Ministry of Economy and AFD. The PRCC aims to support the effective integration of developing countries into world trade, in order to stimulate growth and contribute to poverty reduction.
 
The main objective of the support to the shrimp farming in Mozambique is to promote sustainable improvement of this high potential sector's international competitiveness.
 
Project Content
 
This project has three main components:  
 
1.       Definition and demonstration of a new collective trade strategy
        Definition and monitoring of a marketing strategy
        Definition of a collective quality approach
        Establishment of communication media
        Participation in international fairs - international promotion
 
2.       Setting up a secured production framework for a better marketing
        Support towards a secure production system
        Definition of a “standard” production system 
        Design and implementation of a “good practice guide”
        Support to the internal organization of the firms
 
3.       Enhancing the effectiveness of the sector management
        Generic support to APCM – Strengthening APCM existence and functioning
        Support to INIP – Defining and implementing relevant support activities
        Developing a framework for public/private dialogue
 
 
 
The project will benefit from technical assistance located within the Shrimp Producers Association (Associação dos Productores de Camarão de Moçambique - APCM) which will work closely with the various public institutions such as the National Institute for Aquaculture Development (Instituto Nacional de Desenvolvimemento da Aquacultura – INAQUA) and the National Institute for Fishery Products Control (Instituto de Controle dos Produtos de Pesca– INIP).
 
Special attention is paid to the strengthening of INIP capacities, as the Responsible Authority for Fishery Products' exports to the European Union.

The project will be led by INAQUA which is placed under the Ministry of Fishery's Authority. Through an operator contract, APCM will be delegated the implementation of private sector-related activities.
 
INIP will be responsible for its own activities.
 
Expected outcomes
 
There are many positive expected outcomes, both at the economic, social and institutional levels:  
 
-          from an economic point of view, the project will strengthen shrimp production, sale and exports, hence contributing to the improvement of financial and institutional sustainability of the main shrimp farms in the country. In the long term, shrimp farming may constitute, for Mozambique, an important financial resource;
 
-          from a social perspective, in the areas where farms are established, general situation will be subsequently improved, especially thanks to job creation;
 
-          from an institutional level, the project will enhance capacity within INAQUA and INIP, as well as it will, through APCM, build private sector actors' capacities. The set-up of a public/private partnership forum will improve public/private dialogue.
